Fire/EMS Long-Range PlanningCenter staff have become aware of the need for long-range planning, of both financial management and capital needs, for township fire and/or life squad departments. Below is a description of Center projects with two townships in Clermont County. The Williamsburg Township (Clermont County) Trustees, Fire Department, and Life Squad are considering a merger of fire protection and emergency medical services. They have formed several committees and have met numerous times to consider how a merger might achieve greater efficiency, improve personnel management, and prepare for growth. The issues they have identified as critical are as follows:
It was considered important by the Committee that any merger not be just a "merger on paper", so they felt it improtant to pursue the purchase of building large enough to house both departments. In the summer of 1997, the township was approved for a CDBG grant to assist in the purchase of building in the village that was previously a county transportation garage facility. As the agreement to purchase the property is finalized, the Committee will need to address the cost of renovating the building, transferring the operation of both departments, selling the two current properties, and continuing their long-range planning efforts. : Williamsburg Township has purchased the C.A.R.T. building so that both departments can be located in the same facility. For Monroe Township (Clermont County), the issue of funding paid firefighter and life squad positions was the catalyst for their long-range planning efforts. Center staff assisted the township in analyzing past revenues & expenditures, forecasting future capital expenditures, and estimating the cost of wages & benefits for part-time, paid positions. It was determined that a 6-mil levy would adeqately fund the next ten years of operation with weekday fire coverage and weekend life squad operations. The Township Board of Trustees voted to place a levy on the November 1997 ballot. : on November 4, 1997 the 6-mil continuing levy passed by 15 votes (829-814)! The passage of H.B. 192 EMERGENCY SERVICES (Carey) "permits joint fire districts and joint ambulance districts that encompass the same geographical territory to combine into a fire and ambulance district to provide both fire and ambulance services" and creates the Small Government Fire Department Services Revolving Loan Program to help certain municipal corporations and townships meet specified fire fighting and emergency medical needs and makes an appropriation.
